CQC have changing  the way they are inspecting Providers of Adult Social Care. There is now a greater emphasis upon the provider to make available evidence to CQC as part of the Direct Monitoring Approach(DMA) on compliance with the HSCA 2008.

The CQC have launched a new inspection model aimed at long term mental health or disabilities services.

This approach is called CLOSED CULTURES. See how this along with the Hared concerns protocol impacts upon the new Single Assessment Framework for LD and Mental Health services

The background to this new method of inspection stems from the incidents in 2019 involving a learning disability service in the North East of England.

The CQC have a new initiative with which to more effectively examine, report and carry out enforcement action on services that fail to meet the expected standards.

Inherent risks led by poor culture.

This has been described as an environment that is likely to develop a closed or punitive culture that will result in breaches of the basic rights of service users in their care.

These risks can be attributed to:

  • poor or weak management with a culture led by the staff rather than the Provider.
  • poor oversight by those in charge of the service, a particular issue where management oversight falls to members of the same family operating across the management structure.
  • high turnover in managers and high use of agency staffing to manage and maintain the care environment.
  • failures in staff supervision and support, including a lack of robust HR procedures in dealing with performance and quality issues.

All of these risk areas need to be managed proactively and are already broadly contained within the Well-Led elements of the Key Lines of Enquiry.

This webinar will provide advice and information on how to meet the new inspection model and to ensure that inherent risk factors are managed effectively.

The webinar will look at how the CQC determine if one or more inherent risk factors are in play, we will look at each factor and provide advice and guidance on:

  • what these risks look like.
  • how to manage these risks effectively to ensure a positive inspection outcome.
