Further information on the Home Care Inspection programme now underway:
Quality assuring the services provided behind closed doors is a challenge, not only for Regulators, but sometimes also for the Provider of the services themselves. Although reports by the “Equality and Human Rights Commission” and “Which?” have reported many cases of good care, there are also reports of both poor care and of cases where people do not feel able to report poor care. For these reasons the CQC is now undertaking a specific themed inspection programme of Home Care Providers.

Common identified themes to date have been:

• Care workers attendance and punctuality,
• Insufficient time allocated for tasks contracted for,
• Quality of management and staff,
• Quality of record keeping.

As just turning up on a client’s door is unacceptable without prior notice, the CQC will use the following tools to gain information on service provision:

• Questionnaires to service users and their families / advocates,
• Telephone calls to service users and their families / advocates by “experts by experience”,
• Face to face interviews with service users and their families / advocates,
• Face to face interviews with managers and staff.

The above, in conjunction with checking written records and going with service managers as they conduct their own spot checks should give a rounded and reliable picture of quality of service provision.

Surprise Domiciliary Provider Inspections now underway

The Care Quality Commission (CQC) has recently embarked on a special programme of unannounced inspections of home care services. Over the next three months the CQC will be carrying out inspections to test ways of getting better information about how services are performing and what people think about their services.The inspections will run alongside CQC’s programme of planned inspections, under which it will inspect all of the 6,000 or so registered home care locations each year.
